Community Improvement Plans (CIP)

Council has adopted a Community Improvement Plan for both the Village of Cardinal and Spencerville. A Community Improvement Plan is intended to promote revitalization, private investment and economic development in the Villages.  Through a Community Improvement Plan, the Township can offer financial  incentives to tenants and property owners and plan for improvements to infrastructure, streetscapes, and public space. Click here to view an informational brochure about the CIP programs.

A friendly reminder that as of November 1st, winter parking regulations are in effect. Please refrain from parking on any roadway between the hours of 1am and 7am. Parking by-laws can be viewed here:

Brush and leaf drop off at the Scott Road Transfer Station is free for Edwardsburgh Cardinal residents in the month of November. Curbside collection within our villages has been scheduled for November 12 (Cardinal) and November 14 (Johnstown, Spencerville & New Wexford). Click here for details.

New flood plain mapping, developed by South Nation Conservation Authority, is being added to Schedule B of the new Township Official Plan. In conjunction with the South Nation Conservation Authority, the Township is holding a Public Information Meeting on November 13th at 3:00pm in Council Chambers to review and ask questions about the mapping.
