The Township of Edwardsburgh Cardinal is starting construction work in the Village of Cardinal in partnership with the United Counties of Leeds and Grenville and with grant funding from the Provincial and Federal Governments.

Description of work

A general overview of the planned improvements is provided here.

Who is performing this work?

The Township has hired Thomas Cavanagh Construction Ltd. to complete the work and Jewell Engineering to perform contract administration.

Why is this necessary?

This work is being carried out to renew underground assets that have reached the end of their useful life.

What improvements will be made?

The work includes road and sidewalk reconstruction and the replacement of storm sewer, sanitary sewer and water mains. Generally, sewer and water service lines will be replaced to the property line.

When will construction start and finish?

The renewal work will be carried out from mid May to end of November 2023.

Where are the affected areas?

County Road 2 (CR2) in Cardinal starting at approximately civic address 738 continuing easterly to just past St. Lawrence St., (See attached diagram). The construction will begin at Walker Street, (the lowest point of the sewage collection), and proceed west to the limit of the project and then back to Walker and proceed east to St. Lawrence St.

Traffic (detours)

Traffic flow should remain open to one lane in each direction for most of the construction project. However, traffic flow will likely be reduced to a single lane during excavation at the project end limits. Emergency agencies and school bus companies have been made aware of the construction project.

Parking

In the event that access to your driveway is restricted due to construction activities, the Contractor is required to provide a day’s notice of temporary loss and access/egress to your driveway. Temporary parking locations during construction for affected residents include the Village Square Mall and Legion Parking Lot.

Construction disruptions

The contractor will take every precaution to minimize disruptions; however, the work may result in some inconvenience to you, such as delays in traveling through the construction zone, noise, dust, and possible vibrations during construction. Vibrations are considered normal for this type of project and rarely cause damage.

Pre-construction inspection

The Contractor will have a third party carry out a pre-construction inspection of exterior houses and properties in the work area if the property owner is in agreement. The contractor is responsible for any damage to private property as a result of its construction activities. If you think that damage has occurred to your property as a result of the construction, please contact the contractor directly.

Scheduled work hours

The Township’s noise by-law for settlement areas prohibits heavy equipment work between the hours of 10:00pm and 6:00 am. It is anticipated that work hours will be between 7:00 a.m. to 5:00 p.m. Monday through Friday. Cavanagh Construction Ltd will provide advanced notice if construction activities are outside of the anticipated normal working hours.

Temporary water services

During construction, water may need to be supplied to your property using temporary water lines connected to your building’s external tap. Municipal fire suppression will continue during this temporary period. Any problems with the temporary services can be directed to the on-site inspector.

Garbage collection

The Contractor shall be responsible for ensuring that garbage collection, including recyclables, is continued during construction. This may require the contractor to bring the garbage and recycling to a central location. We recommend that you label the recycle box with your civic address to help ensure the box is returned to the correct location.

Impact to adjacent properties

Lawns, pathways, garden sprinkler systems, and driveways adjacent to the construction will very likely be impacted. The affected areas will be reinstated to Township Standards as soon as possible after construction is completed. However, if you have plants or assets located on Township property you may want to move them prior to the construction.
