TWPEC Dedicates Public Works Garage to Honour Bill Walter
On May 19, 2025, the Township of Edwardsburgh Cardinal proudly honoured a legacy of dedication and community service with the official renaming of the Public Works Garage in Cardinal. The facility at 4035 Dishaw Street is now named the Bill Walter Public Works Garage, in recognition of Bill Walter’s exceptional 44-year career in municipal operations.
Family, friends, and colleagues gathered for a surprise ceremony to celebrate Bill’s contributions, which began in October 1973 with the Village of Cardinal and continued through the Township’s amalgamation in 2001 until his retirement in June 2017. Now enjoying a well-earned retirement, Bill was present for the celebration and visibly moved by the recognition from those he worked alongside for decades.
“Bill Walter’s commitment to Edwardsburgh Cardinal shaped the very roads we travel and the community we call home,” said Mayor Tory Deschamps. “A lifetime of dedication leaves a legacy that speaks louder than words. Naming the public works garage in his honour is a testament to a career built on service, integrity, mentoring, and leadership.”
The event, coordinated by Councillor Waddy Smail, featured heartfelt reflections from former coworkers who shared stories of Bill’s steady leadership, quick wit, and generosity. Known for his reliability and kindness, Bill was remembered as more than a professional—he was a true coach and friend. “I had the honour of working shoulder to shoulder with Bill for many years,” said Councillor Smail. “He was more than a coworker—he was the heart of our department. Whether you were a summer student or a seasoned operator, Bill made you feel seen and valued. He believed in doing the job right and always leaving things better than he found them. This garage isn’t just named after him—it’s shaped by him.”
Dave Grant, Director of Operations for the Township, commented about Bill’s enduring influence. "Bill was the kind of leader who led by example—quietly, steadily, and always with integrity. He showed up every day with a commitment to doing the job right and taking care of the people around him. Many of us grew into our roles by watching Bill—he taught us that public service isn’t just about roads and equipment, it’s about people. Part of who I am today stems from the guidance and mentorship Bill gave me more than three decades ago. It’s a privilege to honour someone whose influence runs deep in this department and across this community."
The commemorative signage will be installed at the Cardinal Public Works Garage in the coming weeks.
