Township of Edwardsburgh Cardinal Approves 2025 Budget

At its regular meeting on March 31, the Council of the Township of Edwardsburgh Cardinal approved the 2025 municipal budget, reaffirming its commitment to responsible planning, infrastructure renewal, and improving quality of life for residents.
“The 2025 Township of Edwardsburgh Cardinal budget reflects our Council's commitment to responsible financial management and progress for our community.” said Mayor Tory Deschamps. “This year, the Township will see an increase of 3%, with the United Counties of Leeds and Grenville (UCLG) tax rate increase at 5.11%, resulting in an overall blended rate of 3.34%. These rates ensure that we continue to provide essential services while investing in key projects that drive growth and improve the quality of life for our residents.”
Operating revenues and expenditures have been carefully managed. While interest revenue is expected to decline due to falling Bank of Canada rates, the Township continues to benefit from a $2.2 million dividend from the municipally owned Port of Johnstown. This substantial contribution helps fund capital improvements and reduce reliance on tax dollars.
The Township’s Salary and Benefits line includes a one-time adjustment resulting from a recently completed compensation review. This initiative replaces the traditional cost-of-living increase for 2025 and ensures equity and competitiveness in the Township’s workforce—supporting recruitment and retention across departments.
On the capital side, the Township has approved $4,474,419 in investments, fully funded through taxation, reserves, and grant support. The capital plan emphasizes essential infrastructure, community amenities, and public service improvements.
This budget is a clear reflection of the Township’s Strategic Plan, reinforcing priorities such as sustainable infrastructure, responsive service delivery, and thoughtful community development. Investments in roads, recreation, municipal facilities, and digital accessibility are key steps toward a more connected, inclusive, and future-ready municipality. With a strong focus on planning, asset management, and enhancing community well-being, the Township continues to build for the future while honouring its rural character and values.
2025 Budget Highlights
Operating Budget:
- 3% Township tax rate increase, supported by 1.14% assessment growth
- $2.2 million dividend from the Township-owned Port of Johnstown

- Fire Master Plan
- Auto-Spreader Controller for emergency services
- Storm Water Monitoring Plan
- Interest revenue expected to decline due to lower national interest rates
- Compensation review implemented to support fair, competitive wages
Capital Budget:
Total spend for levy-based capital is $4,474,419 and includes:
- Administration - $40,000 to revamp the Township’s website and improve online services
- Fire Services - $100,000 for engineering and design work for a potential Fire Hall #2 replacement
- Recreation – Total: $1,149,765
- $80,000 – New play structure in Johnstown
- $302,000 – Tennis and pickleball courts in Cardinal
- $400,000 – Splash pad in Spencerville
- $277,765 – Upgrades to piping and decking at Johnstown Pool
- $50,000 – Humidifier for Spencerville Arena
- Public Works – Total: $839,000
- $425,000 – Tandem axle plow truck
- $105,000 – Pedestrian crossings (2 in Cardinal, 1 in Spencerville)
- $134,000 – Sidewalk rehabilitation
- $150,000 – Building rehabilitation
- Roads Program – Total: $2,345,954
- Resurfacing and rehabilitation of 11 roads throughout the Township
