Fire Risk Update – Level 3 (High)
29 September 2025 Update – Fire Risk Level 3 Remains: We are watching conditions closely and continue to hope for rain. Unfortunately, the forecast shows no significant precipitation in the near future. Several factors prevent us from easing burn restrictions right now. The ongoing Level 3 drought has reduced access to our usual water sources. Extremely dry vegetation, including corn and bean fields, increases the risk of fire spreading quickly. These conditions make fire response more challenging. For everyone’s safety, we must continue to use caution.
29 August 2025 - Fire Risk Level 3 – High Risk: Campfires are allowed only with a valid, activated burn permit and must follow all permit conditions. Campfires can be no larger than 0.6 m (2 ft) and must be contained within a non-combustible ring at least 15 cm (6 in) high, kept 6 m (20 ft) away from buildings, fences, wooded areas, property lines, or hydro/telephone lines. Only seasoned firewood may be used, and fires must be fully extinguished with water before leaving. Burn barrels, brush piles, agricultural fires, yard waste, and fireworks are not permitted. The fire department continues to monitor conditions. Check for updates at ec.burnpermits.com.
The Skyview 2 Battery Energy Storage System (BESS) Project is a privately proposed energy storage facility planned for north of Dobbie Road in the Township of Edwardsburgh Cardinal. The project is being led by Skyview BESS Inc., a company owned by subsidiaries of the Algonquins of Pikwakanagan First Nation and Power Sustainable Energy Infrastructure (PSEIP), a private investment fund. Potentia Renewables Inc. (“Potentia”) a subsidiary of Power Corporation of Canada, provides asset management services to PSEIP and Skyview.
This facility is designed to store 411 megawatts (MW) of electricity for up to four hours, helping to stabilize Ontario’s electrical grid by storing excess power during low-demand periods and supplying it when demand is high. The project was awarded a long-term capacity contract by Ontario’s Independent Electricity System Operator (IESO) in May 2024.

October 2025: Community Liaison Committee
Skyview BESS Inc. invited community members to apply to join a Community Liaison Committee, which will meet during construction to help identify and address community questions or concerns related to the project.

Barton Malow, the construction contractor for the Skyview 2 Battery Energy Storage Project, hosted a drop-in style job fair for community members and project partners.

September 22, 2025: receipt of site plan control application
The Township has received a site plan control application from Skyview BESS Inc. for the proposed Battery Energy Storage Facility.
Site plan control is a technical review stage where staff look closely at details such as drainage, access, landscaping, fire safety, and overall compliance with municipal standards. This step doesn’t involve a public hearing, but we’re sharing updates here to keep the community informed. Final approval is issued through staff’s delegated authority, and Council will later be asked to authorize the site plan agreement before it is registered on title.
September 11, 2025: Notice of Completion of Environmental Study
Skyview BESS Inc. has notified us of the completion of a Class Environmental Assessment for Transmission Facilities for the proposed construction of the Skyview 2 Battery Energy Storage Project. This assessment is required and reviewed by the Ministry of Environment, Conservation and Parks (MECP).

July 23, 2025: public meeting for minor variance
The Committee of Adjustments held a public meeting to consider an application for Minor Variance on July 23, 2025.
The requested variance reduces the minimum interior side yard setback in the Rural (RU) zone from 6 metres to 1.2 metres, to allow for structures associated with the battery storage facility to be located closer to the shared property line on the two affected properties.
June 2, 2025: Committee delegation
The project team shared a project update and summary of the May 1 open house with the Committee of the Whole - Community Development on June 2, 2025.

Skyview BESS Inc. hosted a public open house for the Skyview 2 Battery Energy Storage Project on May 1, 2025 at the Drummond Building in Spencerville. The project team and subject matter experts were on hand to meet with visitors and answer questions.

March 2025: Council delegation
Skyview BESS Inc. made a delegation to Council at the regular Township Council meeting. The purpose of this presentation was to provide Council with an update on their project and anticipated application. The agenda and recording of the meeting can be viewed on our Council Calendar.
February 2025: class environmental assessment process begins
Skyview BESS Inc. has begun a Class Environmental Assessment (EA) for Transmission Facilities as part of their proposal to develop a 411-megawatt battery energy storage facility north of Dobbie Road. The Class EA process is a provincial requirement under the Ontario Environmental Assessment Act and is being conducted by the project proponent. Public consultation is part of this process. The Township is not the approval authority for the Class EA.

The Township shared a news release to announce that PR Development LP (Potentia Renewables) has been awarded a contract by the Independent Electricity System Operator (IESO) to build and operate a cutting-edge battery energy storage system named Skyview 2 in Edwardsburgh Cardinal.

November 2023: resolution of support
Council indicated their support for the project by resolution 2023-291 at their regular meeting of Council on November 27, 2023. The resolution enables the proponent to receive rated criteria points in the rating of their formal proposal to the IESO. It is not a substitute for any approval that is otherwise required.
The resolution was made following presentations to the Committee of the Whole - Community Development Committee on October 2, 2023 and the Committee of the Whole - Administration and Operations on November 13, 2023. You can find agenda, minutes and video on our Council Calendar.
An open house was held by PR Development LP (Potentia Renewables) on November 7, 2023 at the Ingredion Centre to inform residents of their proposal for a battery energy storage system. The company mailed notices to residents within 2km of the proposed project site. The Township advertised the meeting on our Community Calendar.
The proponent held an additional virtual meeting on December 11, 2023, to provide an opportunity for nearby residents to attend if they were unable to join at the November open house. Notice was sent to adjacent land owners.
A BESS stores electricity in large-scale batteries when demand is low and releases it back into the grid when demand is high. This helps improve energy reliability and efficiency. You can learn about energy storage, including battery energy storage, from the Independent Electricity System Operator (IESO).
