The newsletter contains information provided by Potentia Renewables, including upcoming deliveries, delivery routes, road safety information, and Community Liaison Committee (CLC) updates.

May 19, 2026: Construction update
The Township has received updated information from the Skyview BESS team regarding construction activities associated with the project.
- Onsite work is now expected to take place 7 days per week, from 7 a.m. to 5 p.m.
- Gravel deliveries are expected to continue until August 24, 2026, following the previously shared delivery route.
- Major project components are expected to arrive between June and September 2026 using the route: Highway 416 → County Road 21 → County Road 22 → Dobbie Road
Community members may notice increased commercial traffic along these routes during delivery periods.
May 4, 2026: Public meeting for minor variance
The Township has received an application for a zoning bylaw amendment for 114 and 206 Dobbie Road in support of the Skyview 2 Battery Energy Storage System project. A public meeting will be held on May 4, 2026.
The Zoning By-Law Amendment application will change the current zoning of the BESS Project Area and its driveway from ‘A’, A-6’ and ‘RU’ to a site specific ‘A-16’ zone to prohibit residential development and recognize the reduced road frontage to 28 metres.

March 31, 2026: Material hauling notice and increased truck traffic
The Skyview BESS team has shared a community notice about the ongoing hauling activities to the project site during the Township's half-load restriction period. You can expect increased truck traffic on County Road 43, County Road 22, and Dobbie Road, as gravel hauling to the Project site continues.
Although hauling materials at this time was not originally planned, challenging weather conditions slowed down the winter hauling, resulting in the need to continue deliveries to keep the Project construction on schedule.
Hauling of construction materials started on March 25 and is expected to continue into May. Trucks will be operating daily, Monday to Friday, and possibly on Saturdays if necessary. Only gravel will be delivered during this haul period and delivery of battery components and major equipment are scheduled to begin in June.

April 9, 2025: Community Liaison Committee meeting
Potentia Renewables Inc. hosted their second Community Liaison Committee (CLC) meeting for this project on Thursday, April 9, 2026 at Townhall (18 Centre St, Spencerville).
The meeting was open for public observation, with time for questions. You can contact CLC members at skyview.clc@gmail.com or the project team at info@skyview2bess.ca. The meeting was also available by Zoom.

March 2026: Tower/Antenna Preconsultation notification
The Township has received a notice regarding a proposed telecommunications tower associated with the Skyview 2 Battery Energy Storage System project. Our Committee of the Whole - Community Development will review this matter at the April 6, 2026 meeting.

December 1, 2025: Community Liaison Committee meeting
Potentia Renewables Inc. is hosting the first Community Liaison Committee (CLC) meeting for this project.
The meeting will be held on Monday, December 1, 2025, from 6:00 to 7:00 p.m. at the South Edwardsburgh Community Centre (24 Sutton Dr., Johnstown).
The meeting is open for public observation, with time for questions at the end. You can submit questions in advance to info@skyview2bess.ca or observe virtually via Zoom.
This meeting is organized by Potentia Renewables and Skyview 2 BESS. More details and future meetings will be shared on our Community Calendar and on the developer's project website.
November 12, 2025: Groundbreaking ceremony
Construction is now underway on the Skyview 2 Battery Energy Storage System, following a provincial groundbreaking ceremony held on November 12, 2025. Skyview 2 will be Canada’s largest battery storage facility and a major part of Ontario’s clean energy strategy.

November 5, 2025: Committee of Adjustments meeting
Our Committee of Adjustments met on November 5 to consider an application under section 45(2) of the Planning Act which proposes using the dwelling at 112 Dobbie Road as an operation and maintenance building to support the BESS facility on the adjacent property during the lifecycle of the facility and it is intended to be reinstated as residential or removed once the BESS facility is decommissioned.

October 16, 2025: Special Council Meeting (site plan control agreement)
Council approved draft site plan control agreement for the proposed Skyview 2 Battery Energy Storage Project at a Special Council Meeting held on October 16, 2025.

October 2025: Community Liaison Committee
Skyview BESS Inc. invited community members to apply to join a Community Liaison Committee, which will meet during construction to help identify and address community questions or concerns related to the project.

October 14, 2025: Construction job fair
Barton Malow, the construction contractor for the Skyview 2 Battery Energy Storage Project, hosted a drop-in style job fair for community members and project partners.

September 29, 2025: Road use agreement
The Committee of the Whole – Community Development reviewed a Road Use Agreement for the proposed Skyview 2 Battery Energy Storage Project at its meeting on September 8, 2025. The agreement was adopted by Council at its regular meeting on September 29, 2025.
The agreement outlines the conditions under which the developer may use Township roads to access the project site during construction, including requirements for haul routes, maintenance, and repairs to protect municipal infrastructure.

September 22, 2025: Receipt of site plan control application
The Township has received a site plan control application from Skyview BESS Inc. for the proposed Battery Energy Storage Facility.
Site plan control is a technical review stage where staff look closely at details such as drainage, access, landscaping, fire safety, and overall compliance with municipal standards. This step doesn’t involve a public hearing, but we’re sharing updates here to keep the community informed. Final approval is issued through staff’s delegated authority, and Council will later be asked to authorize the site plan agreement before it is registered on title.
September 11, 2025: Notice of Completion of Environmental Study
Skyview BESS Inc. has notified us of the completion of a Class Environmental Assessment for Transmission Facilities for the proposed construction of the Skyview 2 Battery Energy Storage Project. This assessment is required and reviewed by the Ministry of Environment, Conservation and Parks (MECP).

July 23, 2025: Public meeting for minor variance
The Committee of Adjustments held a public meeting to consider an application for Minor Variance on July 23, 2025.
The requested variance reduces the minimum interior side yard setback in the Rural (RU) zone from 6 metres to 1.2 metres, to allow for structures associated with the battery storage facility to be located closer to the shared property line on the two affected properties.

June 2, 2025: Committee delegation
The project team shared a project update and summary of the May 1 open house with the Committee of the Whole - Community Development on June 2, 2025.

May 1, 2025: Open house
Skyview BESS Inc. hosted a public open house for the Skyview 2 Battery Energy Storage Project on May 1, 2025 at the Drummond Building in Spencerville. The project team and subject matter experts were on hand to meet with visitors and answer questions.

March 2025: Council delegation
Skyview BESS Inc. made a delegation to Council at the regular Township Council meeting. The purpose of this presentation was to provide Council with an update on their project and anticipated application. The agenda and recording of the meeting can be viewed on our Council Calendar.
February 2025: Class environmental assessment process begins
Skyview BESS Inc. has begun a Class Environmental Assessment (EA) for Transmission Facilities as part of their proposal to develop a 411-megawatt battery energy storage facility north of Dobbie Road. The Class EA process is a provincial requirement under the Ontario Environmental Assessment Act and is being conducted by the project proponent. Public consultation is part of this process. The Township is not the approval authority for the Class EA.

May 2024: News release
The Township shared a news release to announce that PR Development LP (Potentia Renewables) has been awarded a contract by the Independent Electricity System Operator (IESO) to build and operate a cutting-edge battery energy storage system named Skyview 2 in Edwardsburgh Cardinal.

November 2023: Resolution of support
Council indicated their support for the project by resolution 2023-291 at their regular meeting of Council on November 27, 2023. The resolution enables the proponent to receive rated criteria points in the rating of their formal proposal to the IESO. It is not a substitute for any approval that is otherwise required.
The resolution was made following presentations to the Committee of the Whole - Community Development Committee on October 2, 2023 and the Committee of the Whole - Administration and Operations on November 13, 2023. You can find agenda, minutes and video on our Council Calendar.
November 2023: Open house
An open house was held by PR Development LP (Potentia Renewables) on November 7, 2023 at the Ingredion Centre to inform residents of their proposal for a battery energy storage system. The company mailed notices to residents within 2km of the proposed project site. The Township advertised the meeting on our Community Calendar.
The proponent held an additional virtual meeting on December 11, 2023, to provide an opportunity for nearby residents to attend if they were unable to join at the November open house. Notice was sent to adjacent land owners.
